Laura Veno, professor of graphic design and art at Glen Rose, said all regional submissions that had an IV-Superior rating were qualified to be considered for an opportunity to participate in the jury process of the state, that is in which less than 10% nominated candidates are selected from the states.Veno explained jurors could vote once for every artwork within an area of piece that was chosen to be considered for advancing.The art pieces that received the largest number of votes were selected.

It was a state-level championship that took place on the internet at the UT-Arlington campus.
